The Foreign Direct Investment Commission was established within the Office of the Chief Secretary of the Tobago House of Assembly to facilitate, guide, evaluate and monitor foreign direct investment, joint ventures and public-private partnerships in Tobago. The Commission supports the THA in investment decision-making through proposal evaluation, due diligence, investment monitoring, research and policy advisory.
The Commission's mandate is defined by three interlocking responsibilities. Each is owned end-to-end, from intake through delivery.
The Commission is responsible for the intake and qualification of every FDI proposal, joint venture and public-private partnership put forward for Tobago, assessed against consistent, evidence-led financial, legal, technical, operational, environmental and socio-economic criteria.
The Commission owns the coordination of the statutory approvals a qualifying project requires, including the Foreign Investor Licence, planning permission, environmental clearance, incentives orders and sector-specific consents. It convenes the Ministries, agencies and THA Divisions needed to move each file.
The Commission monitors approved projects through construction and operation against the commitments made at submission, and reports back with objective advice on the pipeline, sectoral opportunities and the reforms Tobago's investment competitiveness requires.
Decisions are made on the evidence, applied consistently, and documented transparently.
The Commission is accountable to the Executive Council for the integrity of the pipeline and the quality of the recommendations it makes.
